Candidate for Re-Election as President of the Virginia Beach Council of Civic Organizations (VBCCO)

Rick Boyles has become the voice of the people in the rooms where Virginia Beach’s important decisions are made. As President of the Virginia Beach Council of Civic Organizations (VBCCO), he has tirelessly advocated for the interests of neighborhoods and taxpayers, ensuring that ordinary citizens are heard at City Hall.

Rick assumed leadership of VBCCO at a time when the organization had fallen silent, and he rebuilt it from the ground up into an active, impactful network of civic leagues across the city. Whether at a city planning retreat or a budget discussion, Rick is there – often as the lone citizen in the room – speaking up for community needs when no one else can. His passion for grassroots advocacy, combined with his proven ability to achieve results, make him the strongest candidate to continue leading VBCCO for another term.


Unmatched Civic Engagement

Rick’s dedication to showing up wherever decisions are being made is unparalleled. He is frequently present at Planning Commission hearings, City Council meetings, and even City Council and Planning Department retreats – places where everyday residents rarely go.

Often he is the only citizen in attendance at these high-level meetings. Rick takes on this responsibility so that neighborhoods always have eyes, ears, and a voice in the process. By attending these sessions, he can raise questions or share community perspectives on the spot, ensuring city leaders remain accountable to the people. Through persistence and honest dialogue, Rick has earned the respect of Virginia Beach’s elected officials and city staff – and he leverages those relationships to benefit the community. City Council members know Rick as a straight-talking advocate for neighborhoods. He often meets them informally to share real-life stories from civic leagues and to push for solutions to local problems.

Rick also holds regular meetings with key City leaders like Planning Director Kathy Warren and Community Engagement Manager Nancy Bloom to ensure community concerns are heard in planning and outreach decisions. These connections weren’t handed to him; Rick earned his seat at the table by consistently standing up for residents. Now, when VBCCO or any civic league raises an issue, his rapport with City Hall helps ensure officials listen and respond.

Rick’s record as VBCCO President shows what a determined community advocate can accomplish. When he took over, VBCCO had been nearly inactive, offering little support or voice for local civic leagues. Rick changed that dramatically. He reignited the organization by reaching out to dormant civic leagues and welcoming new ones into the fold, restoring VBCCO as a vibrant coalition of neighborhoods. Under Rick’s leadership, VBCCO has returned to the forefront of community advocacy in Virginia Beach – the Council is once again hosting regular meetings, forums, and training sessions that empower residents to engage with their government. City officials who had almost forgotten about VBCCO now recognize it as a force to be reckoned with, a direct result of Rick’s hard work.

He has not just rebuilt an organization, he has delivered tangible improvements for communities. From pushing for transparency in how city projects are communicated to residents, to organizing grassroots campaigns on issues like safe streets and responsible development, Rick has proven that a revitalized VBCCO can make a difference. His tenure is marked by numerous accomplishments that demonstrate his effectiveness as a voice for the people. Equally, Rick applied his technology expertise to strengthen VBCCO’s internal operations. Drawing on his deep background in IT and cybersecurity – including leading the rollout of an electronic medical records system (Medic/Misys) in his business career – he modernized the Council’s processes and communication tools. These internal improvements made VBCCO run more efficiently and securely, ensuring the organization could support its renewed public advocacy effectively.

His journey in civic activism began at home, leading his own neighborhood civic league and working side by side with fellow residents to solve local problems. From organizing block clean-ups to petitioning for safer street lighting, he has always rolled up his sleeves to improve everyday life for those around him. This hands-on experience grounds Rick’s leadership in the real-world needs of families and homeowners.

As a homeowner himself, Rick knows the pride and concerns that come with putting down roots in Virginia Beach. He and his family live and work in our community, sharing the same hopes for safe, vibrant neighborhoods. As a small business owner, he also understands how city decisions affect local shops, services, and the livelihoods of fellow residents. For over 22 years, Rick owned and operated a technology company, Computer Networks, Inc. and Computer Networks of Roanoke, Inc., which he built from scratch. He also previously started successful ventures in retail and trucking, proving his ability to adapt and excel in different industries. Through these endeavors he gained extensive experience in operations, budgeting, and problem-solving, and he never hesitated to invest his own resources to ensure a venture’s success. This hands-on business experience gives Rick a practical leadership perspective that he brings to his work in the community.

Rick’s life in Virginia Beach – as a resident, a parent, and a business owner – is the foundation of his commitment to public service. He is not an outsider; he is an invested community member who cares deeply and personally about our city’s future.


Continuing the Mission

Rick’s drive to serve is rooted in a genuine, non-partisan commitment to the community. He has always maintained a “taxpayer-first” approach, focusing on solutions that benefit residents rather than any political agenda. Moreover, he often leads by example – contributing personal time and even personal funds to VBCCO projects when needed. This level of dedication has helped re-energize VBCCO and underscores his service-oriented leadership style.

Rick is running for re-election to ensure that VBCCO’s resurgence continues and that the people of Virginia Beach remain heard. In the coming term, he plans to expand the Council’s reach even further, engaging more civic leagues and training more residents to be effective advocates. With major challenges like growth, flooding, and public safety on the horizon, Rick’s community-first leadership will be crucial to making sure neighborhood voices guide the solutions.

As a highly driven leader, Rick is mindful of pacing his efforts to bring others along. He knows that his action-oriented approach can sometimes outpace the consensus process if not managed carefully. To counter this, Rick prioritizes transparency and open communication, making sure to invite input and delegate responsibilities to his team. Cindy Freifeld

Candidate for 1st Vice President

Cindy Freifeld is an experienced leader and community organizer, with several decades of experience. She joined the Virginia Beach VBCCO this year and has served as Volunteer Coordinator since June. In this role, she has created processes and protocol to help streamline the volunteer onboarding process and is currently developing an online volunteer application process and onboarding packet. As the VBCCO Volunteer Coordinator, Cindy attends VBCCO ExCom meetings and works closely with the VBCCO President, Officers and Committee Chairs. Cindy has approached this role with vision and enthusiasm, and she is committed to turning this Ad Hoc position into a fully functioning committee that will help the organization continue to build a strong team of dedicated volunteers.


Prior to her work with the VBCCO, Cindy served as the President of the Little Neck Cove Civic League (LNCCL), overseeing a five-member board as well as six committee chairs. During her time as President, she helped strengthen neighborhood connections and community engagement. Notably, she built a Neighbor Network to link those neighbors in need with those neighbors willing to help, reinstituted a Block Captain Program to foster communication and safety throughout the neighborhood, and created an annual LNCCL holiday food and toy drive to support local families in need. Before becoming President, Cindy served as Membership Chair, where she brought on 80% of the Little Neck Cove neighborhood as members of the organization. She also helped to create a new format for the LNCCL membership tracking and redesigned the membership directory. In addition to her role as Membership Chair, Cindy also assumed the role of Social Committee Co-Chair where she helped to organize social events and holiday themed gatherings that brought residents together and fostered community spirit. 


Earlier in her career, Cindy served in various capacities as a leader within the Arizona Cactus-Pine Girls Scout Council, first as a Registrar and then as a Neighborhood Director for the organization. As a Neighborhood Director, Cindy managed a Service Team of 20 adult volunteers and was responsible for a large geographic area with approximately 300 Girl Scout troop leaders and co-leaders. In her role, Cindy created several large-scale community service projects, including a drive to provide personal items and school supplies for a local school servicing homeless children, a winter sock drive for the homeless, and citrus and food drives for the local food bank. She also acted as an Encampment Coordinator for the Neighborhood, planning and executing several large-scale camping trips for up to 200 Girl Scouts and their leaders. During her time as Neighborhood Director, Cindy was recognized by the Arizona Cactus-Pine Girl Scout Council with a distinguished service award that recognizes a volunteer whose leadership and enthusiasm has ignited a level of excellence that is passed on to all members of the council and who serves as a role model for compassion and service. In addition to her other volunteer roles for the organization, Cindy also served as a Girl Scout troop leader for seven years. 


Cindy has always been passionate about volunteering. In college, she became President of the campus chapter of The Society of Professional Journalists/Sigma Delta Chi and Vice President of the campus chapter of Women in Communications.  As President of Sigma Delta Chi, Cindy was nationally recognized for tripling the campus chapter’s membership and for organizing a campus wide “Run for the First Amendment” marathon. Upon graduating, she continued to be an active member of both professional journalism organizations. 


Cindy is truly committed to helping our Virginia Beach community. She believes in the goals and mission of the VBCCO and is committed to doing all that she can to help this organization continue to grow and to effectively represent and serve our member organizations. Her focus will continue to be on building a strong and cohesive team.


Cindy holds a bachelor’s degree in journalism from Indiana University. She lives in Little Neck Cove with her husband, Barry, their Rhodesian Ridgeback, Scarlett, and their rescue kitty, Lyla. In her professional life, Cindy began her career as a Field Editor for a Chicago based publishing company, which was a subsidiary of the Times Mirror Corporation. She has also worked as a professional recruiter and has been a small business owner.

Biography


I am a retired Emergency Room physician, in practice for 40 years with the last 28 being at Chesapeake Regional Medical Center. I was the Chair of the Dept. of Emergency Medicine there for 12 years, and Vice Chair for 5 years at my previous position at St. Agnes Medical Center in Baltimore.


I have lived in Little Neck since 1992 with my wife; our two adult children and their families also live in the area. 


I go to Onelife Fitness daily. I serve in various volunteer organizations including the VBPD 3rd Precinct CAC (Secretary), the VB Medical Reserve Corps, and as Membership Chair and 2nd VP of the VBCCO. I was also the VP of the Bishopsgate Civic League for 6 years.


I have chaired multiple committees and done other volunteer work at St. Nicholas Catholic Church since 2019.

For more than 50 years, I served the nursing profession, cultivating an expertise in both surgical services and healthcare education. My extensive hands-on experience in the Operating Room, which began as a staff nurse and evolved into leadership and management positions, gave me a profound understanding of clinical excellence and patient advocacy.


My passion for mentoring led me to a College of Professions, where I managed an academic program while guiding the next generation of professionals. Now retired, I offer a perspective based on my professional experience as a volunteer to support VBCCO.


Michele Sorenson

Nominee Qualifications: As Co-chair of the Virginia Beach Health Services Advisory Board, I have worked to help assure Police Department coverage in Virginia Beach public schools, and have created/distributed written advisories regarding surges in declining student mental health, and the spread of the Flu and Measles. As a Department of Health employee and volunteer in the Medical Reserve Corps, I served as a COVID response specialist; and in the wake of Helene flooding, I was a rapid responder to Galax, receiving and treating Asheville evacuees. As a Faith Community Nurse, I serve our congregation in educating on health care issues and identifying and coordinating care for members in physical and mental distress. As a member Secretary of our neighborhood Marina Association, I have worked to develop wetland barriers and oyster reef development to clean the water and lessen wake impacts. As a volunteer for Lynnhaven River Now, I sought out community events at which to promote their Pearl Home initiative; and for the Chesapeake Bay Foundation, I help host educational environmental presentations at local civic and faith organizations, city symposiums and regional conferences. As a Medical Legal Nurse Attorney for Huff Poole & Mahoney and Norris & St Clair, I offered support and advocacy through research toward mediation and litigation. As a Professor, I have taught BioEthics at all levels of education, from the practical through the post-graduate level. As a military mom and spouse, for three decades I have mentored and walked with sailors and their families, and experienced the loss of dear friends and loved ones to combat and PTSD.

 

  

Nominee Statement of Support for VBCCO Mission/Vision: The Council’s mission includes advocating for and “uniting Virginia Beach neighborhoods for the common good”. To do this it is imperative that the Council provides for neighborhoods and their civic leaders by appropriately educating, supporting and empowering them. And in cases where it is warranted, to represent them in city forums where they would otherwise not have a collective voice.

I am equipped and excited to support this mission by bringing all of the experience, education, and knowledge I have attained through my professional life as a businesswoman and volunteer.

I will actively represent the VBCCO in my relationships with all of the environmental, military, health, faith, arts, education and community groups to which I belong and with which I interact. As a civic organization itself, I am certain that the VBCCO’s initiatives will fluidly mesh with my current commitments.

 

Furthermore, I hope to start directly interacting with other VBCCO members, other organizations that align with VBCCO’s mission. I plan on doing this by attending their meetings, being attentive to their particular concerns, and bringing their issues to the Board for consideration. Likewise, I hope to invigorate the VBCCO by bringing the ideas, strengths and best practices of these organizations back to the Council.

 

Having already developed some partnerships with my local councilmen, city employees, and state delegates, I am eager to expand these relationships to include other officials, business persons and civic leaders.

civic league board.


Nominee Statement of VBCCO Mission/Vision:

The CCO is to empower people to become active and participating citizens

fostering the spirit of friendship and citizenship and unifying people into

residential communities to promote the welfare of all in the city of Virginia Beach

in such a manner to assist all in resolving problems and support their rights under

the constitution to petition authorities when required. The CCO is to conduct

educational programs benefiting the interests of people.

My objective is to support the CCO bylaws in terms of the above, either as vice president,

director, or any position to assist the president. The CCO is a multiplatform

of leadership roles to serve not only the residential civic organizations,

but also to integrate with leadership on city council, city departments, and other

city organizations, primarily to be the voice of the people and to enhance

communications between the city government and the people.
