Definition of Civility

Civility is not simply good manners — it is the conscious practice of engaging others constructively.
• Speak with courtesy even when opinions differ.
• Listen to understand, not just to reply.
• Focus on issues, not personalities.
• Maintain composure and professionalism at all times.
Civility protects the integrity of public discussion and ensures that every voice can be heard.

Definition of Respect
Respect is recognizing the inherent dignity, rights, and contributions of all individuals.
Respect acknowledges that everyone participating in public life — residents, staff, and elected officials — deserves fair treatment.
• Acknowledge others’ right to speak.
• Avoid interruptions, sarcasm, or dismissive gestures.
• Credit ideas fairly, even when they differ from your own.
• Follow established procedures and time limits.
Respect strengthens collaboration and public trust.

Applying Civility & Respect in Practice
• During Debate: Discuss ideas, not motives.
• During Public Comment: Listen attentively without rebuttal.
• During Conflict: Stay calm, professional, and process-oriented.
• During Decision-Making: Prioritize the community’s interests over personal pride.
Civility and respect are shared responsibilities of everyone in the room — they preserve order, foster trust, and elevate the tone of governance.
