Comprehensive Development Plan

Hank Morrison, Comprehensive Plan Administrator

The City is preparing to finalize the Comprehensive Development Plan, which is the guidelines used for what kind of development will occur in what areas. The VBCCO's first concern is protecting the established, suburban neighborhoods. You should take time to attend these meetings to voice you concerns over development that encroaches into our neighborhoods. We will let you know when the hearings start.

Event Details: The Virginia Beach Planning Commission is hosting a workshop to begin reviewing the draft Comprehensive Development Plan. This meeting is open to the public, but no comments from the public will be allowed. The purpose of the meeting is for Staff to answer questions posed by the Planning Commissioners.

Transition Area/Interfacility Traffic Area

2024 Update Plan

More Recreation Space

Build out plan for more recreational activities in this City owned space. The Transition Area and Interfacility Traffic Area (ITA) in Virginia Beach encompass approximately 6,250 acres in total. The City of Virginia Beach owns about 2,500 acres, while the remaining 3,750 acres are privately owned. The City's management focuses on balancing suburban development with the preservation of open spaces and natural resources, guided by the Transition Area Design Guidelines and the Interfacility Traffic Area and Vicinity Master Plan (source: planning.virginiabeach.gov, source: web.eenorthcarolina.org).

Membership in the VBCCO is open to Civic Leagues and HOA's. We welcome everyone, Member or not, to attend our monthly Membership meetings and subscribe to our email list. If your Civic Organization is not a Member please join us. There is strength in numbers and "One Voice" is more effective than a bunch of smaller voices. The VBCCO is not a political organization, nor is it an activist organization. What we are is an educational organization, attending City Council, Planning Commission, and other Board and Commission meetings around the City, gathering news about City government and reporting that news back to our Members.

What Is the Purpose of the VBCCO?

Welcome to the Virginia Beach Council of Civic Organizations (VBCCO), a cornerstone of community engagement since its establishment in 1959. Founded by concerned citizens, the VBCCO stands as an educational organization and a vital link between neighborhood Civic Organizations and the Virginia Beach City Government. Today, the VBCCO is a dynamic force, serving as an information gathering group dedicated to representing our Member Civic Organizations. Our mission is rooted in fostering collaboration and unity among Civic Organizations throughout the city.

The stated purpose of the VBCCO is multi-faceted:

Creating a Forum for Collaboration: We strive to establish a forum where Civic Organizations can work together to educate, inform, and empower civic leaders. Through collaboration, we aim to support and assist member organizations, advocating for stronger neighborhoods collectively.

Organizing and Supporting: The VBCCO is committed to helping organize neighborhood Civic Organizations and providing unwavering support to member organizations when called upon. Our goal is to unite Virginia Beach neighborhoods for the common good.

Studying and Discussing: We actively engage in studying and discussing important issues and problems affecting our community. Our collective efforts are geared towards finding mutually agreeable solutions that enhance the quality of life for residents.

Providing a Platform for Discourse: The VBCCO provides a platform for the discussion and debate of current topics. Through educational programs, we empower member organizations to better serve their residents, fostering a community that is well-informed and engaged.

We express our gratitude for your interest and extend an invitation to your Civic Organization or Homeowners Association (HOA) to join us in the important work of educating and informing the community. Together, we can create a stronger, more vibrant Virginia Beach.
